From 11th to 13th of September, the 2nd Expert Group Meeting...
From 11th to 13th of September, the 2nd Expert Group Meeting (EGM) on Alternative Development (AD) took place in Briesen/Brandenburg. Representatives from 13 governments as well as from the UN, regional organisations and civil society organisations discussed the UNGASS 2016 outcome document and its implications for the 2019 Review of the Political Declaration and Plan of Action on the World Drug Problem.
This EGM was the second in a series of annual expert group meetings focusing on different aspects of the Alternative Development approach, jointly organised by GPDPD on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Office of the Federal Drug Commissioner, the Thai Mae Fah Luang Foundation and UNODC.
Chapter VII of the UNGASS 2016 Outcome document is truly innovative in the role it addresses development issues in the UN Drug Control System. Several Member States – not primarily affected by illicit drug crop cultivation – had requested to establish development-oriented responses to address urban drug markets and drug trafficking with the means of development, and not merely by law enforcement and repressive measures. This innovative message and mandate needs further debate and translation into practice.
Therefore, the series of EGM offers on the one hand a space to bridge the gap between the conceptual innovations of the UNGASS document and its implementation; on the other hand, it fosters consensus building on which role development should play beyond 2019 and how this role should be defined.
